Drilon: Senate ratifies SK Election postponement, pushes FOI Bill hearing

Senator Franklin Drilon proclaimed that the senate ratified the law postponing the Sanguniang Kabataan (SK) election during his speech as the guest speaker of 115th Malolos Congress; September 15.
“Bukas po (Sepetember 16) ipapasa ng senado ang batas na nagpapaliban ng halalan ng SK,” his voice echoed at the walls of Barasoain Shrine.
Meanwhile, many Filipino people supported the abolishment of SK election.
In a survey conducted from the public, almost 95 percent of the total respondents want to eliminate SK election. Majority said that it was only a waste of money and a source of corruption.
“Ay! Eh hindi ako sang-ayon doon. Kasi dagdag gastos lang ‘yan. Tapos nagiging training ground lang siya ng corruption,” commented Luisito Condat, supervisor at Nestle Corporation.
“Para sa akin eh tanggalin na, eh wala naman talagang nagagawa yang mga SK. Ang totoo lang eh ginagamit nila sa pangsarili lang nila. Meron ba? Eh magpapa-liga, eh ganun din, nagsosolicit din,” said Danica Mendoza, 19 years old, and a third year Legal Management student of Bulacan State University.
“Ayoko din ng SK na yan, kasi dagdag gastos lang yun. Ano ba ginagawa ng mga SK? Wala naman eh ‘di ba? Kung meron mang gumagawa eh isa lang at iyon eh magagampanan ng mga konsehal ng baryo kung talagang gugustuhin nila,” explained Baby Esguerra, housewife.
On the other hand, two persons objected to abhor SK because it was a training ground for governance.
“Hindo ako pabor. Kasi ‘yun ang training ground ng mga kabataan na gustong i-pursue ang politics,” answered Domingo Esguerra.
“Bakit naman kelangan pang alisin pa ‘yun? Kahit naman kasi alisin ‘yun, gagawa at gagawa pa rin ng paraan yang mga pulitiko na yan para mangurakot,“ commented Roberto Omilig, a truck driver.
Aside from Drilon, Senator Teofisto Guingona III cited SK issue on his speech during Marcelo Del Pilar’s Birth Commemoration last August 30. He said that Senator Bam Aquino proposed a law to remove SK election and place the youth’s representation on a specific governing body.
“Last time nung kausap ko si senator Bam Aquino, may panukalang batas na sya tungkol sa SK, sabi nya, tatanggalin nya, hindi na dadaan sa eleksyon at ilalagay na ang representasyon ng kabataan sa National Youth Commission at i-crowd source para malaman ng taong bayan,” narrated Guingona III.
Hence, aside from SK eradication, other issues Drilon tackled were about the Pantawid Pangkabuhayan Pilipino Program (4Ps) also known as the Conditional Cash Transfer Program (CCTP), 2014 Budget and Philihealth.
“Nandyan na rin po ang mas malawak na coverage ng Pantawid Pangkabuhayan Pilipino Program kung saan mahigit 100M Filipino families ang mabibigyan ng tulong upang makaahon sa kahirapan.”
“At bago matapos ang taong ito, ipapasa natin ang 2014 budget na siyang magbibigay ng karagdagang trabaho sa ating mga manggagawa, bigyang edukasyon sa ating mga kabataan, disenteng pabahay at mas malawak na Philhealth program at 4Ps program sa ating mahihirap na kababayan,” said Drilon.
He also declared that the barangay election will be postponed this year to give way for the Freedom of Information Bill sanction.
“Gusto ko pong ipaabot sa inyo na hindi po matutuloy ang susunod na halalan sa susunod na buwan. Bago matapos ang buwang ito, tatalakayin ng senado ang Freedom of Information Bill, isang panukalang batas na magpapatibay ng demokrasya sa ating bansa,” Drilon pronounced to the public inside Barasoain Shrine.
The Freedom of Information Bill the people were so longing to be ratified was a decade-old battle of the government and the masses, especially the media men and journalists. This bill allows the public to have an access to officials’ accountability like the so called State of Assets, Liabilities and Networks or SALN.
“We are adhering people’s clamor for accountability,” expressed the guest speaker of the said program.
“Marami pa po tayong problema, ngunit nakikita naman po natin ang pagsisikap ng current administration para sa ating bansa,” stated Drilon.
Crowd Sourcing Bill
Crowd sourcing bill is a proposed law of Senator Teofisto Guingona III wherein the government will state all their decrees, republic acts, bills or bylaws to the Filipino people, ask what they can say, suggest or critic on such propositions before everything is to be passed as law.
Guingona opened the proposed bill to the public last August 30 during Marcelo Del Pilar’s Birth Commemoration. Everyone favored for his suggested law based on a conducted survey.
